The online seminar and roundtable event is organized by EnEffect with the support of the Horizon 2020 project “Supporting smart financing implementation for energy efficient Balkan Buildings” (SMAFIN), and the OurBuildings executed under the EUKI program of the Federal Minister for Environment, Nature Conservation and Nuclear Safety of Germany.
The overall goal of the virtual round table is to discuss the opportunities to speed up the building renovation investments and to stimulate market financing with the mobilization of current and future support programs. The seminar will focus the main aspects of public building renovation as foreseen in the National Recovery and Resilience Plan, targeting specific attention to the expected major shift of the policy towards achieving higher energy performance, decreasing the intensity of the grant components and introducing innovative financing schemes based on energy performance contracts. The participants will be introduced to the results from the previous SEIFs in Bulgaria by their organizer in person, and a will have the chance to take part in a discussion with representatives of local governments, financial institutions, energy service providers and energy agencies. The roundtable will be dedicated to the potential to improve the available financial framework and to meet the needs of key actors across the value chain of energy efficiency renovation projects by applying the resources existing financial instruments while at the same time preparing the design of the national Decarbonisation Fund, which is expected to start functioning in 2023. It will be set up by a seminar session presenting actual renovation plans and class-A renovation projects developed by EnEffect under the “OurBuildings” project“, applying an approach fully coinciding with the new provisions of the Recovery and Resilience Plan, thus providing a strong practical basis to motivate the active participation of all relevant stakeholders.
