This Program finances SMEs and HORECA companies for the installation of PV systems with an installed capacity between 27kWp and 100 kWp and at least one recharging station of at least 22 kW for electric vehicles, with at least two charging points. The non-reimbursable financing is granted in a maximum amount of 100,000 EUR
Expenditures for the purchase of equipment, design costs, obtaining the necessary approvals, installation and commissioning of the photovoltaic panel system and recharging stations, consultancy and project management costs, storage costs (maximum 30% of installed power of photovoltaic panels, maximum 30% of expenses with the purchase of the storage system) are all eligible under this scheme.
The financing scheme uses the mechanism of reimbursement of expenses, with an advance of up to 30% of the total eligible approved expenses. |

The Energy Programme supported by EEA and Norway Grants in Romania consists of five focus areas. The expected long term programme impact is less carbon intensive energy and increased security of supply in Romania.
We present here the type of projects that are financed by those focus areas that are suitable for the SMAFIN project:
Increased energy efficiency
Building renovation (roof insulation, replacement of windows, etc.);
Use of renewable energies (solar panels, etc.);
Buildings decarbonization, intelligent buildings (passive/neutral buildings);
Energy performance certificates, etc.
Energy audits for the establishment of the current situation of the applicant through analysis of the energy flows and of the energy efficiency measures the applicant should take. Based on this report, the financing application under the “Improved Energy Efficiency” call shall be issued.
Increased capacity to deliver renewable energy – geothermal
Projects for the development/creation of geothermal energy installation supplying energy for public buildings, office buildings, shopping centres, industrial sites and private buildings/houses as end beneficiaries;
Projects aiming at: renewing geothermal energy installations, improvement of the geothermal energy production capacities;
Secondary activity: training of the relevant staff.
Increased access to electricity for households in areas where connection to the electricity network is not feasible
Electrification by Renewables sources of households in areas where connection to the electricity network is not economically feasible. (There are ca 80,000 Romanian unelectrified households in rural remote areas.)

In Romania, GEFF provides finance and advice to help households to reduce residential energy costs using high-performance technologies and practices. GEFF, through PFIs, finances household customers or business customers for:
• Household credits for high energy performance equipment and materials;
• Home mortgages to buy low-energy new houses and apartments;
• Renovation financing to make older homes more energy-efficient;
• Business loans to help companies who supply energy efficiency or renewable energy products or services to households.
There are two basic approaches:
1. Pre-approved investments in high-performing household technologies available on the EBRD GEFF Technology Selector.
Items on the Technology Selector are eligible to be financed using GEFF without any further technical approval. All save energy, or save water, or use renewable energy. To qualify to appear on the Technology Selector, items must meet or exceed high technical performance standards defined by GEFF engineers and set by EBRD as technical eligibility criteria for GEFF.
Eligible technologies include: Refrigerators and freezers; Air conditioners; LED lighting; Gas boilers; Biomass boilers; Hot water cylinders; double glazed windows and doors; Building insulation materials; Heat pumps; Solar collectors; Solar PV; Energy metering and control systems; and water-saving systems and technologies.
2. Assessed investments with free technical consultancy.
Some green investments too complicated for the simple ‘pre-approved’ approach described above. In these cases, EBRD provides free expert technical support to help identify the best solutions and ensure quality green economy projects are successfully financed.
The technical support is carried out by a local GEFF team from consultants Tractebel Engineering, working under contract to EBRD. The consultant also certifies that the investment proposal is technically eligible to be financed using GEFF.

This priority axis finances investments in increasing the energy efficiency of public buildings owned and occupied by both local and central authorities, residential buildings, public lighting systems, as well as investments to reduce CO2 emissions in urban areas, based on sustainable urban mobility plans.
Without listing exhaustively, the supported actions relate to:
• improving the thermal insulation of the building envelope (exterior walls, windows, carpentry, upper floor, basement floor), including measures to consolidate the building;
• rehabilitation and modernization of equipment for heating, domestic hot water and ventilation and air conditioning systems, including passive cooling systems, as well as the purchase and installation of related equipment and connection to central heating systems, as appropriate;
• the use of renewable energy sources to ensure the necessary thermal energy for heating and preparation of hot water for consumption;
• implementation of energy management systems aimed at improving energy efficiency and monitoring energy consumption (eg the purchase and installation of intelligent systems for the promotion and management of electricity);
• replacement of fluorescent and incandescent lamps with lamps with high energy efficiency and long life;
• any other activities that lead to the achievement of the project objectives (replacement of elevators and electrical circuits - stairs, basement, dismantling of installed installations and equipment, repair works on facades, etc.);
• developing energy efficiency strategies (eg CO2 reduction strategies). |

The purpose of the District Heating Program is to provide investments for the modernization, rehabilitation, refurbishment and expansion or establishment of central heating systems for localities.
The local public administration that own centralized thermal energy supply systems can benefit from the non-reimbursable co-financing of investment projects.
The District Heating program is being implemented in the period 2019-2027 and will finance new investment projects and ongoing projects that were started under the previous program, District Heating 2006-2019.
The financing of the District Heating Program is made from the following sources:
a) amounts from transfers from the state budget through the budget of the Ministry of Public Works, Development and Administration;
b) amounts from transfers from the budget of the Environmental Fund, within the amount of 400,000 thousand lei;
c) amounts from local budgets.
For new projects the co-financing quota from the MLPDA budget is of maximum 85% of the total eligible expenses of the project, and the contribution from the local budget will be of minimum 15%.
For the completion of the started projects, the co-financing quota from the MLPDA budget is of maximum 70% of the total eligible expenses of the project and minimum 30% contribution from the local budget. |

Multiannual National Programme for Increasing the Energy Performance of Blocks of Flats. The Innovation Fund is established based on Article 10a (8) of Directive 2018/410 / EC amending Directive 2003/87 / EC to make it more profitable and reduce carbon dioxide emissions and to increase investment in this field and Decision (EU). 2015/1814, to support, in all Member States, the development of innovative low-carbon technologies in sectors such as renewable energy and energy storage produced by these installations, carbon capture, storage and use, various industry sectors and inter-segment -sectoral sectors in which innovation can contribute substantially to mitigating climate change and facilitating the evolution towards clean energy. The funds come from the auctioning of certificates under the European Greenhouse Emissions Trading System (ETS) for the period 2020-2030, as well as from the previous NER300 program.
The Innovation Fund aims to finance innovative technologies, processes and products with the potential to reduce greenhouse gases, mature enough to be brought to market. The total funding from the Innovation Fund is set at 60% of the additional costs related to innovative technology depending on the reference level of current available technologies. Up to 40% of the total financial support granted can be provided before the financial closure of the project, while the granting of the remaining 60% depends on the fulfillment of the indicators at the agreed stages and under the conditions that will prove to reduce CO2 emissions. Funding from the Innovation Fund is not considered state aid, projects can combine this support with another source of public funding in accordance with the implementing rules. |

The aim is to improve the coherence of EU funding in this area, creating further synergies with other relevant funds and programmes, such as Horizon Europe. There are 2 projects related to public buildings in Greece. The 1st project aims at improving the EE of public buildings and public lighting systems located in the Region of Epirus and deploy sustainable transport.

European Energy Efficiency Fund – Technical Assistance Facility (eeef - TA) supports projects in the sector of energy efficiency and partly small-scale renewable energy
eeef-TA aims to bridge the gap between sustainable energy plans and real investments by supporting the beneficiary by way of allocating consultant services to the planned investment programmes (for example for feasibility studies, energy audits and evaluating the economic viability of investments, legal support). It also covers direct staff costs of the TA beneficiaries if required. Should the investment programme not to be financed by eeef, the reimbursement of services previously paid by eeef is mandatory. |
