The financial instruments have supported the development of a single product for homeowners known as the ‘Modernisation Loan’ which forms the centerpiece of the Lithuanian government’s programme to improve energy efficiency in residential properties. Grants are used in combination with the financial instruments to fund technical support, interest rate subsidies and capital rebates and a ‘one stop shop’ service arrangement was also established that has been key to the successful delivery of the programme. |

JASPERS helps free of charge to cities and regions absorb European funds through top-quality projects. In the scope of their work, JASPERS perform following activities: advise authorities on strategic planning in a wide range of sectors so quality projects are implemented, support promoters in preparing projects in areas benefiting from EU funds so they meet all the necessary standards, improve the capacity of administrations and promoters by transferring knowledge about project preparation, environmental issues, EU legislation or any related needs they may have,
speed up the EU approval process by carrying out an independent quality review which prepares the ground for the European Commission’s decision. In Croatia, JASPERS has supported more than 70 projects, mainly in water and wastewater, solid waste and roads sector. |

The aim of the CitizEE project is to support European local authorities to increase investments for energy efficiency in the building sector by attracting private investments from citizens. Innovative citizen financing schemes are a relatively new concept still far from having reached its full potential. The CitizEE project counteracts on this by establishing national and/or regional Investment Platforms (IPs), which are backed by the European Fund for Strategic Investment. The IPs should serve as investment facility that channels public and private financing from several co-investors (citizens, public banks and institutions etc.). In that sense, IPs bring together all market players: citizens, associations and the economic sector. Up until now, several tools and reports have been developed, such as Map of structured financial solutions for CFs4EE (Citizen Financing Schemes for Energy Efficiency projects) financing schemes, CFs4EE financing scheme Evalaution and Action Plan Report and Simulation tool and pilot projects simulations reports. These reports and tools aim to support CitizEE Pilot Regions (Croatia is one of them) to select a suitable Public Financing Instrument (PFI) to be set-up to support the development of their CFs4EE Financing Scheme for Energy Efficient Buildings. |
